Purpose

To seek the Board's approval for funding of the design of the NZ Transport Agency's project for grade separation of the SH2/SH58 intersection in the Wellington region.

Resolutions

The NZ Transport Agency Board:

  1. approves funding for the design of the New Zealand Transport Agency's SH2/SH58 Grade Separation project, at an estimated cost of $1.89 million from R funds;
  2. notes that the construction cost for the project is estimated at $39 million, the 95th percentile construction cost is estimated at $50 million and the 5th percentile at $33 million, and that approval to fund its construction should take into consideration the Regional Transport Committee's confirmed prioritisation and support for the project;
  3. notes the reasons for this decision are as set out in the Reasons for recommendation section; and
  4. agrees to take Board paper 08/12/0122 out of Committee when the Board has published the notice of decision.

Reason for the decision

The assessment profile for the project has been determined as being of medium seriousness and urgency, medium effectiveness and low efficiency.

The project should provide crash reduction and will contribute to a reduction in greenhouse gases by reducing traffic delay and slow running. The potential for induced traffic is limited by capacity constraints both north and south of the project site.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied and that the matters in section 20(3) have been taken into account.
