Purpose

To seek the Board's approval for funding the design of the New Zealand Transport Agency's SH1 Sawyers Arms Road to Memorial Ave Four Laning project in Christchurch.

Resolutions

The NZ Transport Agency Board:

  1. approves funding for the design of the New Zealand Transport Agency's SH1 Sawyer's Arms Road to Memorial Avenue four laning project. at an estimated cost of $1.28 million from N funds;
  2. notes that the construction cost (including property acquisition and escalation) for the project is estimated at $18 million, the 95th percentile construction cost is estimated at $25 million and the 5th percentile at $16 million;
  3. requests the Chief Executive to undertake an assessment of the Western Corridor package of activities prior to consideration of any individual project within the package for construction funding;
  4. notes the reasons for this decision are as set out in the Reasons for recommendation section; and
  5. agrees to take Board paper 08/12/0111 out of Committee when the Board has published the notice of decision.

Reason for the decision

The assessment profile for this activity has been determined as being of medium seriousness and urgency, medium effectiveness and high efficiency.

The project addresses issues of deteriorating travel times and trip reliability on a key transport route through Christchurch. While it will not discourage single occupancy vehicle use, on balance we consider that the project will contribute to NZTS objectives and targets related to improving safety, access and mobility and economic development. It will be mostly neutral in respect to the other LTMA objectives.

It is confirmed that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied, and that the matters in section 20(3) have been taken into account.
