NZTA (SH2) Maunganui Road/Girven Road intersection improvement investigation funding

Purpose

To seek the Investment and Operations Committee's approval for funding the Investigation of NZTA'S (SH2) Maunganui Road/Girven Road Intersection Improvement project in the Bay of Plenty Region.

To bring the Committee's attention to a key issue of investigating a suitable range of options to ensure appropriate and enduring levels of service are achieved from the project.

Resolutions

The NZ Transport Agency Board:

  • a. approves funding for the investigation of NZTA's (SH2) Maunganui Road/Girven Road Intersection Improvement project at an estimated cost of $1.20 million from N funds;
  • b. notes that the construction cost for the project as originally scoped is estimated at $37 million, the 95th percentile cost is estimated at $42 million and the 5th percentile at $31 million, based on a limited range of options in the project feasibility report;
  • c. notes that an effective solution that provides appropriate and enduring levels of service is likely to require a higher construction cost option; and
  • d. notes that the reasons for the decision are set out in Attachment 1 and that the profile for the activity has been assessed as HMM.

Reason for the decision

  1. The assessment profile for this activity has been determined as being of High strategic fit, Medium effectiveness and Medium economic efficiency.
  2. The project is on a key freight route which links to the Port of Tauranga. The project is critical to the effectiveness of the Tauranga Eastern Link RONS and contributes to economic development, travel time reliability and safety objectives of the LTMA by introducing increased capacity and safety improvements.
  3. We confirm that the matters in sections 20(2) and 20 (5) of the LTMA have been satisfied, and that the matters in section 20(3) have been taken into account.
