NZTA (SH1) Ngaruawahia Section stage 2 of the Waikato Expressway RoNS detailed design and construction funding

Purpose

To seek the Board's approval for funding the detailed design and construction of NZTA's Ngaruawahia Section Stage 2 of the Waikato Expressway RoNS project in the Waikato region.

Resolutions

The NZ Transport Agency Board:

  • a. notes that the Group Manager Regional Partnerships and Planning approved funding for the construction of NZTA's Ngaruawahia Section Stage 1 project within his delegated authority at an estimated cost of $7.32 million;
  • b. approves funding for the detailed design and construction of NZTA's Waikato Expressway RoNS Ngaruawahia Section Stage 2 project at an estimated cost of $168.69 million from C and N funds with C funds to be applied first subject to, as a condition precedent, an incremental assessment to the satisfaction of the Group Manager Regional Partnerships and Planning of the scoping options for the Waikato Expressway to ensure the final scope and form of the expressway is supported by robust analysis;
  • c. notes that conditions from previous funding approvals will continue under this funding approval, and comprise:
    • i. a condition of design funding approval for this project relating the future form and function of the existing State Highway 1 to reflect its local road status with work planned to commence in the near future; and
    • ii. a condition of design funding and strategy support for the Waikato Expressway for sub-regional partners to implement the Future Proof growth strategy within various statutory documents, which is being progressed;
  • d. notes that the construction cost for Stages 1 and 2 of the Ngaruawahia Section project is estimated at $202 million, the 95th percentile cost is estimated at $233 million and the 5th percentile at $181 million; and
  • e. notes that the reasons for its decision are set out in Attachment 1 and that the profile for the activity has been assessed as HML.

Reason for the decision

  1. The assessment profile for this activity, as a Section of the Waikato Expressway, has been determined as being of High strategic fit, Medium effectiveness and Low economic efficiency.
  2. The Waikato Expressway contributes to the LTMA objectives of assisting economic development and assisting safety by improving travel times and journey reliability on the major transport link between Auckland and Hamilton and by providing a much safer state highway driving environment.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied, and that the matters in section 20(3) have been taken into account.
