Kirkbride Road grade separation and SH20A upgrade – final investigation funding

Purpose

To seek the Board's approval for funding the final investigation of the NZTA's Kirkbride Road Grade Separation and SH20A Upgrade projects in the Auckland Region.

Resolutions

The NZ Transport Agency Board:

  • a. approves funding for the final investigation of NZTA's Kirkbride Road Grade Separation and SH20A Upgrade projects at an estimated cost of $1.20 million from R funds;
  • b. notes that the construction cost for the projects is estimated at $61 million, with the 95th percentile cost estimated at $67 million;
  • c. notes that the reasons for this decision are as set out in the Reasons for recommendation section and that the profile for the activity has been assessed as HHM; and
  • d. agrees to take Board paper 10/02/0340 out of committee when the Board has published the notice of decision.

Reason for the decision

  1. The assessment profile for this activity has been determined as being of High strategic fit, High effectiveness and Medium economic efficiency.
  2. The project contributes to the objectives of the LTMA by giving effect to the GPS by aligning with NZTA's Investment and Revenue Strategy in that it:
    • has the potential to make a major contribution to national economic growth and productivity on freight and tourist routes;
    • involves an urban arterial critical for maximising access to significant markets, areas of employment and economic growth;
    • has the potential to make significant improvements in safety, journey time reliability, levels of congestion and network security and resilience; and
    • has the potential to allow significant improvement in peak time public transport patronage through the optimisation of public transport infrastructure and services and the removal of public transport capacity restraints in the SH20A corridor.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied, and that the matters in section 20(3) have been taken into account.
