Bus priority measures – investigation and construction funding

Purpose

To seek the Board's approval for funding the final design and construction of Christchurch City Council's Bus Priority Measures - Colombo St, Papanui Rd and Queenspark and the New Zealand Transport Agency's Bus Priority Measures projects in Christchurch.

To seek the Board's approval for funding the investigation of Christchurch City Council's Bus Priority - Riccarton Rd, Pages Rd and Ferry Rd project.

Resolutions

The NZ Transport Agency Board:

  1. approves funding for the final design and construction of Christchurch City Council's Bus Priority Measures - Colombo St, Papanui Rd and Queenspark project at an estimated cost of $7.6 million and a funding assistance rate of 53% (NZTA share $4.02 million) from N funds;
  2. approves funding for the final design and construction of the New Zealand Transport Agency's Bus Priority Measures project at an estimated cost of $3.5 million from N funds;
  3. approves funding for the investigation of Christchurch City Council's Bus Priority Measures - Riccarton Rd, Pages Rd and Ferry Rd project at an estimated cost of $800,000 and a funding assistance rate of 53% (NZTA's share $424,000 from N funds;
  4. notes the reasons for this decision are as set out in the Reasons for recommendation section; and
  5. agrees to take Board paper 08/11/0081 out of Committee when the Board has published the notice of decision.

Reason for the decision

The assessment profile for this activity has been determined as being of high seriousness and urgency, medium effectiveness and medium efficiency.

We conclude that the staged approach of progressively implementing bus priority measures on the routes identified will contribute to GPS and NZTS targets and objectives around increasing public transport patronage and modal share in Christchurch.

We confirm that the matters in sections 20(2) and 20(5) of the LTMA have been satisfied and that the matters in section 20(3) have been taken into account.
