ARTA (for Waitakere City Council) New Lynn transit oriented development (TOD) stage 2 construction funding

Purpose

To seek the Investment and Operations Committee’s approval for funding the construction of Stage 2 (Clark Street extension) of ARTA’s (for Waitakere City Council) New Lynn TOD project in Auckland Region.

Resolutions

The NZ Transport Agency Board:

  • a. approves funding for the construction of Stage 2 of ARTA’s (for Waitakere City Council) New Lynn TOD projectat an estimated cost of $40.14 million, including land purchase capped at $5.71million (NZTA share $3.03 million), less supplementary funding of $9.35 millionand a funding assistance rate of 53% (NZTA’s share $16.33 million) from C funds, subject to:
    • i. evidence of written approval by KiwiRail for WCC to build the bridge structure on Clark Street extension over the rail trench; and
  • b. notes that the construction cost for the New Lynn TOD project is estimated at $115 million, the 95th percentile cost is estimated at $120 million and the 5th percentile at $114 million;
  • c. notes that the reasons for this decision are as set out in the Reasons for recommendation section and that the profile for the activity has been assessed as HHM; and
  • d. agrees to take Investment and Operations Committee paper I&O10/05/001 out of committee when the NZTA has published the notice of decision

Reason for the decision

  1. The assessment profile for this activity has been determined as being of high strategic fit, high effectiveness and medium economic efficiency.
  2. This package of works is an excellent example of integrated land use and transport planning and one of the first examples of Transit Oriented Development in New Zealand. It aims to create a high density, vibrant, pedestrian-friendly town centre at New Lynn and to invigorate and revitalise industry in the area, boosting economic development.
  3. The package complements the considerable investment by KiwiRail in trenching and double tracking the Western Rail Line.
  4. The overall package contributes to all key objectives of the LTMA, that is it assists economic development, safety and personal security, environmental sustainability, public health and access and mobility. The transport components of the package aim to increase patronage on public transport, increase walking and cycling trips and boost economic development by improving traffic flows and supporting the redevelopment and intensification of the New Lynn town centre.
  5. We confirm that the matters in sections 20(2) and 20 (5) of the LTMA have been satisfied, and that the matters in section 20(3) have been taken into account.
